Increasing Cyber Threats Demand Global Cooperation

UN Secretary-General António Guterres has warned of the increasing prevalence and sophistication of cyber threats, describing them as “disturbingly common.” Speaking at the UN Security Council, Guterres highlighted the growing misuse of digital technologies, including malware, wipers, and trojans, and the amplified threat posed by AI-enabled cyber operations. He cautioned that quantum computing could potentially break down entire systems due to its ability to breach encryption.

Despite these threats, Guterres acknowledged that digital advancements are revolutionizing society, enhancing connectivity, delivering information, and enabling access to government services. However, he emphasized that this instant connectivity also leaves individuals, institutions, and governments vulnerable.

The Secretary-General pointed to the exploitation of software vulnerabilities, the proliferation of cyber-mercenaries, and the use of cyberspace in conflicts. He called for global efforts to regulate cyberspace and AI to prevent malicious activities that undermine public trust, electoral processes, and online integrity. Guterres has invited UN members to a summit during the General Assembly in September to address these challenges.
